Design and Implementation of a Data Warehouse for Raising the Village

Background
The Agency Fund and Raising the Village (RTV) are collaborating to implement a centralized data warehouse that integrates RTV’s program, survey, operational data into a single system for easy access, analysis, and decision-making.

Project Purpose
We invite qualified individuals and organizations to propose an approach for designing, building, and deploying a data warehouse that:

• Consolidates RTV’s data into secure, well-structured “bronze, silver, gold” layers.
• Implements data governance processes (people, policies, workflows) alongside technical infrastructure.
• Ensures data quality, common identifiers, and schema/version control.
• Builds RTV’s internal capacity to operate and extend the system after handover.

Scope of Work
The selected vendor will:

1. Scope the technical parameters – Assess RTV’s data landscape, user needs, and technical requirements, and produce a technical design document and prioritized implementation plan.
2. Implement the data warehouse – Integrate data sources, build ETL pipelines, apply data governance practices, and deliver value incrementally with frequent demonstrations.
3. Document and train – Produce technical/user documentation, conduct staff training, and formalize handover.
4. Post-Implementation Support – Provide light-touch support to ensure a smooth transition.
   
   

Requirements

• Experience in data engineering and governance for social sector organizations.
• Capacity to co-develop solutions with client teams.
• Ability to deliver on tight timelines without compromising quality.
  
  

Deliverables

• Technical design and architecture documentation
• Operational data warehouse with integrated data sources
• Data governance framework and tools
• Training materials and recorded sessions
• Handover package and support plan
  
  

Proposal Format

2-4 pages that contain: 

• Consultant or organization profile and relevant experience
• Methodology and phased work plan
• Team composition and roles (if applicable)
• Budget and timeline (target delivery of functioning warehouse by EOY 2025.  Other supportive activities can come in 2026)
• At least two references from similar projects
  
  

Evaluation Criteria

• Technical expertise and relevance of past work
• Clarity, feasibility, and sustainability of proposed approach
• Ability to build capacity within RTV
• Value for money and transparency of budget
